The Building Control Amendment Regulations 2014 came into force on the 1st March 2014. Some of the key features of the Amendments are the introduction of a new role within the Construction Industry, the Assigned Certifier and the introduction of a number of new certificates and requirements.
The Building Control Regulations apply to new buildings, extensions (>40sqm) , material alterations and changes of use of buildings. The main objective is to promote strict adherence of the Building Regulations.
The Building Control Regulations regulate:
1. Commencement Notices and 7 Day Notices
2. Fire Safety Certificates, Revised Fire Safety Certificates and Regularisation Certificates
3. Disability Access Certificates and Revised Disability Access Certificates
4. Maintenance of Registers
5. Fees
6. Statutory registration of building control activity
Building owners will be required to appoint, for almost any building or works starting from March 2014 onward, a Design Certifier and an Assigned Certifier as well as a competent Builder.
The Assigned Certifier must be a Chartered Engineer, Registered Architect or a Registered Building Surveyor. Under the Regulations they are required to inspect, coordinate inspections and certify the building or works on completion.
